Ohio Laws and Administrative Rules for Pupil Transportation
Ohio Laws & Administrative Rules consists of the Ohio Revised Code, and the Ohio Administrative Code. The Revised Code is the codified law of the state, while the Administrative Code is a compilation of administrative rules adopted by state agencies.
All pupil transportation related laws can be reviewed in the 3327. Chapter of the Ohio Revised Code (ORC). All pupil transportation rules can be reviewed in the 3301-83. Chapter of the Ohio Administrative Code (OAC).

DRIVES Access for Student Transportation
If you are a contractor or school that would like to provide student transportation in Ohio and do not have an Information Retrieval Number (IRN), you will need to request an IRN and establish an OEDS account. The IRN is as a unique numeric identifier granted to do business with the Ohio Department of Education and Workforce. The procedures to request an IRN can be reviewed on the Ohio Educational Directory Systems (OEDS) webpage.
Once your IRN is established, please contact the Office of Pupil Transportation at schoolbus@education.ohio.gov to request access to the online “Drives” database, via the Pupil Transportation application, in order to report and maintain information regarding all school bus and motor van drivers, school bus inventory, T-9 driver training records, T-8 physical information, and T-10 accident reporting. The Office can provide further resources on complying with all Ohio laws concerning student transportation.
Note that if you have an existing IRN, you will need to assign the appropriate transportation roles in OEDS to your administration/staff.
